Washington Governor Jay Inslee provided the opening remarks for the 13th annual Washington State Government Lean Transformation Conference. He discussed the value of continuous improvement and Lean during his administration, and how it helped to work more efficiently and effectively to serve fellow Washingtonians.
Examples included:
- Increased Capitol Campus access to residents
- Department of corrections increased healthcare services access to incarcerated individuals from 56% to 72%
- Department of Revenue increased working families tax refunds to residents from 162 to 185 (25%)
- Virtual electrical inspection program for contractors which reduced inspectors by 10% and reduced turnaround time
The keynote speaker was Marcus Glasper, director of the Washington State Department of Licensing (DOL), discusses seven Japanese concepts integral to lean management, including Kaizen (continuous improvement), Motai (value and avoiding waste), and Iy Guy (purpose or reason for being), among others. Glasper further explains how to establish a culture of lean and outlines his vision for the future of lean management, emphasizing the need for equity and accessibility in serving all Washingtonians.
He also mentioned some other improvements at DOL:
- Electronic title processing improvement from 47 days to 14 days
- Pro-Equity Anti-Racism (PAIR) team efforts to center equity in decision-making and engage diverse communities
